I worked as a government economist and he had that reputation in government too. I've probably posted this before, but I remember talking to a very senior and well respected civil service economist, who remarked to me on several occasions that "Ed Balls is a VERY bad economist". And I heard similar remarks from several people in government independently.
Nigel Lawson was a great Chancellor who made a bad judgement call on fixed exchange rates. Gordon Brown is a crap Chancellor who's has wonderful luck.

Brown's so-called economic miracle is based on debt.... a record £1.3 million of it now owed by "consumers" alongside record trade and public sector deficits.
The next 5 years earnings have already been spent and a house price crash, rising reposessions, bankruptcies, unemployment and a recession are now staring us in the face.
